National Assessment and Development of National Action Plan on Mitigation of Short-lived Climate Pollutants (SLCPs)

This assignment involved the assessment of national policies and programmes in the various economic sectors of the country and their influence on the emissions of SLCPs, clearly showing the baseline and business-as-usual trends for SLCPs and their impacts on the national economy using the Long-Range Energy Alternative Planning (LEAP) software. Using the results of the LEAP analysis, a National Action Plan (NAP) for SLCPs mitigation is being developed through stakeholder engagement. Using a multi-criteria analysis tool, various policies and measures (PaMs) were analysed based on their SCLP mitigation potential and impact on air quality, agriculture, health, and economic development. The PaMs were included in a National Action Plan (NAP) to mitigation SLCPs after a series of stakeholder engagements.

Development of Ghana’s Drought Operational Plan

The Institute of Green Growth Solutions provided technical assistance to the National Disaster Management Organisation (NADMO) towards the development of the National Drought Operational Plan. The Drought Operational Plan will provide drought risk insurance to targeted beneficiaries within the three Northern Regions of Ghana through the African Risk Capacity Agency (ARC) of the Africa Union. Ghana joined the Africa Risk Capacity (ARC) which is a Specialised Agency of the African Union (AU) in 2016. Ghana’s membership of the ARC required the development the Drought Operational Plan.

Promoting a Value Chain Approach to Climate Change Adaptation (PRoVACCA) End of Project Completion Report

This assignment involved a comprehensive review and thematic study evaluation of the ProVACCA Project and the development of a Project Completion Report. The project beneficiaries and non-beneficiaries, project implementers, and other key stakeholders were surveyed through structured questionnaires and semi-structured research instruments including interviews, Key informant interviews, and focus group discussions in order to help the evaluation of the project and to measure if the project met its desired objectives.

Development of Low Emission Capacity Building Programme (LECBP) completion report

This assignment involved a comprehensive review of the Low Emission Capacity Building Programme in Ghana implemented by the United Nations Development Programme through the Environmental Protection Agency and the Ministry of Environment, Science, Technology and Innovation (MESTI). A survey questionnaire was developed which was administered to relevant stakeholders including beneficiaries and the programme implementation partners. An impact evaluation of the programme was subsequently done following the field data collection.

Development of a national Climate finance tracking tool

This assignment involved the development of a national Monitoring, Reporting, and Verification (MRV) of climate finance tool. The Climate Finance Tracking Tool captures budget and expenditure related to climate change and ensures that all climate investments are appropriately accounted for. The MRV of finance guidance tool was specifically prepared to track Ghana’s climate finance, verify actual impacts and help demonstrate transparency of support and climate action.

The Institute of Green Growth Solutions led a process to develop a Monitoring Reporting and Verification (MRV) tracking tool for climate actions (climate change related projects activities, and programmes) in Ghana. The assignment specifically involved the development of output and input monitoring indicators to reflect adaptation benefits, GHG reduction, and co-benefits of climate actions in Ghana. The tracking tool is being used by the Ministry of Environment, Science, Technology and Innovation to track and report on the implementation of climate actions by MMDAs, CSOs, academia, and other stakeholders. The tracking tool is also used to undertake an impact and performance evaluation of activities under the various climate actions. Additionally, funding partners are able to track the impacts of their investment into the respective climate actions.

Development of Climate Change and Green Economy Learning

The major objective of this assignment was to lead a national stakeholder engagement process to identify priority learning and capacity building action plans for climate change and green economy learning. The action plans covered the five priority areas of the National Climate Change Policy and an additional cross-cutting priority area covering general learning and capacity building aimed at strengthening the capacity of the formal and non-formal educational system to deliver holistic climate change and green economy learning and capacity building. The major objective of the National Climate Change and Green Economy Learning Strategy is to help strengthen individual and institutional capacity, as well as promote learning and skills development towards addressing and further mainstreaming climate change and green economy into Ghana’s development. The Learning Strategy will be implemented over a ten-year period and also serve as the capacity building component of the National Climate Change Masterplan and the National Climate Change Policy. The assignment also included the development of a communication and Monitoring, Reporting and Validation (MRV) mechanism to help track and report on the implementation.

Development of a sustainable charcoal value chain NAMA proposal

This assignment’s major objective was to identify and propose appropriate interventions for greening the charcoal supply chain in Ghana including key MRV indicators for the proposed interventions. The NAMA proposal also included a comprehensive governance, ownership and participation structure including the role of the private sector. The assignment also involved the identification of the NAMA’s GHG mitigation potential, including sectoral baseline and NAMA baseline scenarios, key parameters for MRV, key institutional framework and responsibilities, sustainable development impacts, expected costs, and financing options. The Nationally Appropriate Mitigation Action (NAMA) proposal for a sustainable charcoal value chain in Ghana was developed under the Natural Resource and Environmental Governance (NREG) Technical Assistance Programme.

Development of the National Designated Authority (NDA) Operational Manual for the Green Climate Fund

The Institute of Green Growth Solutions played a key role in the development of Ghana’s Green Climate Fund Operational Manual for the Real Sector Division of the Ministry of Finance, which is Ghana’s NDA. The manual provides guidance and procedures for the operation of Ghana’s NDA including decision making process, criteria with regard to funding and accreditation of support decisions, institutional mechanism, and other policies to strengthen its operational efficiency, effectiveness, and transparency.

Background Report on Climate Change Learning in Ghana

This assignment focused on the development of a background report on climate change learning in Ghana. The assignment concentrated on reviewing data and information of national institutions and development partners in order to establish baseline information on climate change learning in Ghana. The background report also involved a comprehensive assessment of existing national climate change priorities, initiatives and related capacity development challenges to help inform the development of a National Climate Change Learning Strategy considering the key focus areas of the National Climate Change Masterplan, the National Climate Change Policy, and the Nationally Determined Contributions.

Low emission capacity building project: Nationally Appropriate Mitigation Actions

The overall objective of this assignment was to lead the process of selecting two out of an initial five energy-related Nationally Appropriate Mitigation Actions (NAMA) for subsequent implementation. The five NAMAs were;

  • Incorporation of renewable energy systems into households and commercial activities; 
  • Off-grid electrification and access systems; 
  • Promotion of SME participation in biogas technology penetration in institutions.
